The Mid Minnesota Racing Pigeon Club has adopted the Official Race Rules as published by the American Racing Pigeon Union, Inc. The MMRPC may establish additional race rules but may not have a rule which conflicts with an official AU Club Race Rule. Only Active Flying members can vote, propose, or change the Race Rules.
Section 1: MMRPC Race Rules can be changed by a two-thirds majority vote of members present at the next annual meeting of the MMRPC.
Section 2: Approved and accepted “Race Schedules” and/or “Stations” can only be changed by:
A: At a Special meeting: At the request of five (5) members, they shall instruct the Secretary to notify members of a special meeting. A written notice of said meeting shall set forth the purpose for which the meeting is called. Such notice must be given in writing at least ten (10) days prior to the date of the meeting. With a two-thirds majority vote of members present.
Section 3: No entry or report will be accepted except those submitted on standard or electronic entry or report sheets. Entry sheet shall be filled out in the prescribed manner; placing all letters, numbers and the birds color in the columns provided for it, the countermark colors for each race, start time of each race, the name of the flyer and loft must appear on the race entry form.
Section 4: Master Time: is Standard Coordinated Universal Time. A race committee member or designate is to handle master time, Kick-off and Knock-off times.
Section 5: For all combine & concourse races release doors on all crates are to be sealed with 3 seals, Two on the release door & 1 (one) on the small loading door.
Section 6: Any Flying member who objects to the current race. Shall notify their designated shipping Chairmen prior to 6 A.M. the morning of the scheduled race.
Section 6A: If any race committee member objects to the current race, they must notify the Race liberator by 6 a.m. the morning of the race.
Section 6B: The Race Liberator, shall investigate all weather throughout the course, after conferring with the driver, they shall make the decision regarding the liberation. All decisions final.
Section 7: Birds must rest for 1/2 hour prior to release. Liberation shall not be earlier than local sunrise. The liberator may disregard this rule to make for a successful race.
Section 7A: All birds are to be watered at all liberation points.
Section 8: When circumstances warrant, the Liberator and the race driver has the option to return race birds to a nearer station on a scheduled race day. If birds are brought back from a long station to a short race station the race will still be used for average speed. If birds are brought back to central pick up, for club members to pick up.
Section 8A: A race will only be rescheduled if the race was Not hauled to the destination point.
Section 9: If a flying loft(s) is moved 30 feet from its original survey spot it must be resurveyed. Multiple flying lofts must be within 100 feet of each other and surveyed in the middle of the lofts, Or each loft must be surveyed separately.
Section 10: No split banded birds allowed to fly.
Section 11: Old bird races shall not begin earlier than the first Saturday in May. Young bird races shall not begin earlier than the first Saturday in August.
Section 11A: The 1st night of shipping for the Old bird season and for the Young bird season will be held at the main shipping point. This night can also be used as a special meeting , if needed. (2/6/10)
Section 12: Shipping locations will have a designated Chairman responsible to uphold the shipping rules & regulations, and to communicate and facilitate with the other shipping location.
Section 12A: Liberation questions or concerned are to be directed to your designated Shipping Chairman
Section 13: No diseased pigeon will be shipped, this will be the sole discretion of the shipping Chairman.
Section 14: Clock Malfunction. See AU rule 8.40 - If manual clock malfunctions notify shipping Chairman to resolve the problem.
Section 14A: Each member is responsible for winding his/hers manual clock, and having another member sign it before the clock is sealed.
Section 15: The Old Birds and Young Bird schedule will be determined by the April meeting.
Section 16: New flyers are guaranteed the use of a club clock in their 1st. two consecutive seasons of flying pigeons.
Section 16A: After the 1st. two consecutive seasons of flying pigeons, upon availability, members may rent a clock for $25.00 a season, Excluding Junior members.
Section 17: All members are to ship their birds on the scheduled shipping date. After the last bird is crated the Race Secretary has the authority to hold the race until the birds have left for the designated race station.
Section 18: Hold over's: If after arriving at scheduled race point, If Liberator deems necessary to have a hold-over, He/She can authorize up to $70.00 to the driver for Motel expense.
Section 19: Drivers of scheduled race will receive monies for gas plus $25.00 for every loaded 100 mile determined from the central shipping point.
Section 20: The race station Chairman will decide and notify members of the shipping time.
Section 21: Bird limits are 35 for young birds and 25 for old birds per race. Bird limits may be changed only due to trailer space.
Section 22: All flying members using electronic clocks must have it approved by a majority vote of the members present at a monthly Club meeting.
Section 23: No chipping or assigning of birds during designated shipping hours.
Section 23: Any dispute not covered by these rules will be decided by the Race Committee as defined under Article V of the Constitution and Bylaws. The MMRPC will then enact a rule to cover it in anticipation of future disputes. Any rule enacted must not conflict with the Official Club Race Rules of the American Racing Pigeon Union.

ARTICLE I
NAME
The name of this organization shall be the MID-MINNESOTA RACING PIGEON CLUB ( Hereafter known as the MMRPC), is affiliated with the American Racing Pigeon Union.
ARTICLE II
OBJECTIVE
The purpose of MID-MINNESOTA RACING PIGEON CLUB is to promote and foster the science of breeding, training and to engage in the friendly competition of racing Homing Pigeons. To promote the hobby and sportsmanship and to develop a positive social environment for members and families.
ARTICLE III
MEMBERS
Section 1: Active Flyer member - Is a member in good standing that has flown
(one) 1 time in the last 12 months. Is current on all fees & dues of the club or affiliate organizations. Members must be of good character and have never been expelled by a recognized national racing pigeon organization.
Section 1A: Non Flying member - Same as section 1, but did or does not race. Non flying members may be a Spouse, Parent or any person approved by the MMRPC.
Section 1B: Junior Member - Any person less than nineteen (19) years of age and/or attending high school. And is accepted by a majority vote. All rules in section 1 applies.
Section 1C: Honorary Members: Honorary Membership may be granted to any person not eligible for active membership, upon 2/3 majority vote of members present.
Section 2. New Members: New members are members that have not flown racing pigeons competitively in the last 10 years. Recommendations of individuals as new members in the MMRPC may be made by any member of the club. A prospective member who has never been a member shall be eligible for membership if he is eligible to be an AU member. Membership shall not be denied based on anyone’s sex, race, creed or religion. Acceptance of the applicant as a member is constituted by a majority vote in favor by those current members present and voting.
Section 3: Any member in section 1, 1A, or 1B can vote, hold office, or serve on committees.
Section 3A: Only Active flying members can participate in the MMRPC races or vote on race related matters. Race related matters are matters that effect or directly relate to pigeon racing, If members unsure the President will determine if it is a race related matter. Voting is one vote per loft on Race related issues.
Section 3C: No voting by proxy is permitted. Balloting by mail is permitted under individual circumstances as directed by the President.
Section 3D: Upon request by any member any ballot, shall be taken secretly.
Section 4: Resignation: Any member wishing to resign from the MMRPC must tender his resignation to the Secretary. And must pay all indebtness which may be due to the MMRPC, and forfeit all rights and claims to club property.
ARTICLE IV
GOVERNMENT & OFFICERS
The affairs of the MMRPC shall be conducted by the members of the MMRPC (hereafter known as the MEMBERS), and the officers are a President, Vice President, Secretary, Treasurer and a Race Secretary. The Officers are members.
Section 1: The affairs of the MMRPC shall be administered by the members and their decisions in all matters, including the interpretation of the Constitution, By-Laws and Race Rules shall be final.
Section 2: The Members shall appoint all committees.
Section 3: The Members shall submit candidates for election at the annual meeting.
Section 4: Officers are elected positions for a period of 1 year.
Section 4A: Voting for election of Officers is by Ballot vote, If more then
One (1) candidate running for that office.
Section 5: If need be a nomination committee will be established to elect officers.
DUTIES OF OFFICERS
PRESIDENT
Section 1: It shall be the duty of the President to preside at all meetings, start meetings on time, maintain impartiality and follow fundamental procedures in accordance with customary Robert‘s Rule of Order.
Section 2: The President shall automatically be on all committees in an advisory capacity. He/She is the spokesman for the MMRPC, and will meet the public should the need arise.
Section 3: In the case of a vacancy of any of the officers the President shall appoint a replacement until the Annual meeting.
Section 4: In the event the Secretary is absent, The President will appoint a replacement Secretary for that meeting.
VICE PRESIDENT
Section 1: It shall be the duty of the Vice President to preside in the absent of the President.
Section 2: The Vice President serves as the MMRPC Constitution & By-Laws Advisor to make sure the MMRPC operates as intended.
Section 3: The Vice- President is responsible to assist and educate new flyers or new members.
Section 4: The Vice- President will assist /facilitate delinquent accounts.
TREASURER
Section 1: It shall be the duty of the Treasurer to keep an accurate and permanent record of all MMRPC financial matters, and ensures all racing supplies are maintained and inventoried.
Section 2: He or she shall accept all MMRPC bills and disburse monies accordingly, Except the one (1) loft race.
Section 3: He or she shall receive and bank all monies from MMRPC functions. Except the one (1) loft race.
Section 4: He or she shall supply a current written financial report for all MMRPC member at all meetings.
Section 5: At the January meeting an Auditing committee is appointed to be made up of the current Treasurer and two (2) members of the MMRPC as appointed by the Members. At which time an Audit is performed and to be presented at the February Meeting
Section 6: At the termination of His/Her office, the Treasurer shall immediately surrender to the President or new Treasurer, all books, records, and related papers together with such funds or monies in His/Her possession.
Section 7: The Treasurer must be a member in good standing and be a club member for a minimum of 5 years.
Section 8: All bills to be paid by check, unless prior arrangements are made
SECRETARY
Section 1: It shall be the duty of the Secretary to keep an accurate, permanent record of all meetings, annual meetings, and special meetings.
Section 2: He or She shall send copies of minutes to club members.
Section 3: He or She shall issue to each member a copy of last months minutes and the agenda of the upcoming meeting two weeks prior to the scheduled date of any meeting held.
Section 4. The Secretary shall keep current all By-Laws and Race rules.
RACE SECRETARY
Section 1: . He or She shall produce one report of each week’s race for each competing club members, that are paid for the current race season.
Section 2: He/She shall chair the Race Committee .
Section 3: He or She shall manage all race-figuring activities and is responsible for publishing race results in a timely manner, according to the MMRPC By-laws, Race rules and the AU rules.
Section 4: The Race Secretary is responsible for maintaining the records of all loft surveys.
Section 5: The Race Secretary is responsible to assist in the entering of all bird information into the electronic clocks. Members will be notified of deadline.
Section 6: The Race Secretary is responsible for sending all club results to the A.U. for national awards.
ARTICLE V
RACE COMMITTEE
Section 1. The Race Committee shall consist of three (3) Active flyers including the MMRPC Race Secretary, who shall be the chairperson of the committee.
Section 1a. The Race Committee will be elected at the Annual meeting. Added 2/10
Section 2. A majority of this committee shall consist of 50%. The Race Secretary will break all ties.
Section 3. The Race Committee shall vote and settle all race related arguments and disputes.
Section 4. All protests must be made in writing and signed by the complainant and must be filed with the MMRPC Race Secretary before the award has been given to the winners.
Section 5. There shall be a right of appeal to the members. If finalization cannot be reached, an Appeal to the AU. is in order.
Section 6. The Race Committee will put together the upcoming year Old bird & Young bird race schedule. Add 2/10
ARTICLE VI
DUES AND ASSESSMENTS
Dues will be set at each year at the Annual meeting in February and is to be approved by a vote of the members present indicated by a simple majority. Membership dues include, but are not limited to, Club dues, American Pigeon Union dues and Race dues.
Section 1: No New member is to pay Racing Dues in His/Hers 1st. two consecutive race seasons ( 1 O/B season 1 Y/B season) of flying pigeons. No new member is to pay club Dues or A.U. dues in His/Hers 1st calendar year ( January to January ) of flying pigeons. New members are required to pay any other charges that occur when the MMRPC does not trailer the race
Section 2: Yearly Club Dues and AU Dues are due on or before the March 15th of each year. Race Dues are payable prior to the start of each Old bird and/or Young bird season
Section 3: Active Flying members are required to pay all Club Dues, American Pigeon Union Dues and Race Dues.
Section 4: Junior members will not pay Race Dues.
Section 4A: Junior member are required to pay Junior member Club Dues, All the AU Dues and other charges that occur when the MMRPC does not trailer the race.
Section 5: Non -Flying members are only required to pay Club Dues.
Section 6: Any member three months delinquent in Any Dues, will be sent a written notice by the Treasurer, If no payment is made the Treasurer will work with the
Vice - President to establish a pre approved payment plan with the member and to facilitate payment.
Section 7: The Treasurer is to inform new Members & all Members of their dues payable.
Section 8: Race Secretary fee will be set at the annual meeting.
ARTICLE VII
MEETINGS
Section 1: Monthly meetings will be held in July and the months from October thru April. Reserving and meeting location will be the responsibility of the President

Section 2: The Annual meeting will be held in February of each year. This meeting shall be for the election of officers of the PRESIDENT, VICE PRESIDENT, TREASURER, SECRETARY, RACE SECRETARY, SHOW SECRETARY, RACE LIBERATOR & RACE COMMITTEE shall be elected for a period of one (1) year.
Section 2 A: The Annual meeting will include but not limited to, By-Laws and Constitution changes. Race Rule Changes. Fees and Dues Changes.
Section 3. At the request of five (5) members, they shall instruct the Secretary to notify members of a special meeting. A written notice of said meeting shall set forth the purpose for which the meeting is called. Such notice must be given in writing at least ten (10) days prior to the date of the meeting.
Section 4: For All Meeting a quorum shall consist of 33% (1/3) of all Active Flying members.
ARTICLE VIII
SUSPENSIONS, EXPULSIONS AND APPEALS
Section 1. An officer or member of the MMRPC accused by the race committee and found guilty of conduct unbecoming of a MMRPC member, or for committing an act detrimental to the sport, shall, by majority vote, be reprimanded in such a manner as may be decided by the Members.
Section 2. Fraud, or attempted fraud in connection with a race, or unlawfully detaining a bird or birds belonging to a fellow member by clipping, poisoning, or maiming a racing bird, to which said member is unable to establish clear title or ownership, shall, by a majority vote of the Members be reprimanded in such a manner as may be decided upon by the Members.
ARTICLE IX
CHANGES OR AMENDMENTS
Section 1: Any provision of the Constitution or By-Laws may be altered or amended only at the Annual Meeting of the MMRPC.
Section 2. At the request of five (5) Active flying members, they shall instruct the Secretary to notify members of a special meeting. A written notice of said meeting shall set forth the purpose for which the meeting is called. Such notice must be given in writing at least ten (10) days prior to the date of the meeting.
Section 3: A two-thirds 2/3 majority vote by Active Flying Members present will be necessary to alter or amend the Constitution or By-Laws at such meetings.
ARTICLE X
DISSOLUTION OF ASSOCIATION:
Section 1: The MMRPC shall not be dissolved without the consent, in writing, of 90% of its Active Flying members, obtained in one special meeting and confirmed in another special meeting convened for consideration of such dissolution. Upon dissolution, the property of the MMRPC shall be disposed of, to the best advantage, and the proceeds, after all bills and obligations have been paid, shall be divided among the whole of the Active Flying members in good standing as of the date of the initial dissolution meeting.
Section 2: Dispersement of Assets: Active Flying members with a minimum of 2 complete calendar years of racing, and have been in good standing as of the date of the dissolution will be issued one (1) share, for every year of being an Active Flying member of The Mid-Minnesota Racing Pigeon Club.
Section 2A: All the Active members shares will be added together, That amount will then be divided by the assets as per section 1, this amount will determine the price per share. The price per share times the amount of shares will determine the Active Flying members proceeds.
